July 28, 2026, 9:30 a.m. · Updated

From official records: On July 28, 2026 the Los Angeles Board of Police Commissioners (the Police Commission) approved an LAPD report recommending that the City buy 300 dual-purpose SUVs with MICLA financing for the 2028 Olympics and sent it to the Council (transmittal). On Sept. 9 the Council voted 8-3 to reauthorize $13,042,000 for non-patrol vehicles and to ask the City Administrative Officer to report on the 300 vehicles; it did not approve the purchase (Council action; committee report). The Commission also approved LAPD's cannabis enforcement staffing report to the Council (transmittal), four grants totaling $3,017,500, the 2026-27 Police Commission service fees (CAO report) and donations of $140,521 and $39,477.08 (transmittal; transmittal). The agenda also carried the July 21 items on immigration, Executive Directive 17 and the Inspector General's review of policies affecting sworn women; minutes were not posted on the Commission's agenda index as of Oct. 1, 2026.

Items 4A to 4F and the closed session repeat the July 21 agenda; see that meeting for the Inspector General’s findings on policies affecting sworn women (OIG report). Outcomes below come from Commission transmittals and other reports filed with the City Clerk.

The Board approved two donations from the Los Angeles Police Foundation on July 28: $140,521 for utility duty uniform apparel for the Metropolitan Division’s SWAT team (3E) and $39,477.08 for weight scales for the Traffic Coordination Division (3G) (transmittal; transmittal). The City Council accepted both on Sept. 15, each 14-0 with Padilla absent (Council action; Council action).

The City Administrative Officer’s Oct. 1 report says the Board approved the 2026-27 service fee adjustments (3Y) on July 28: the false alarm fee goes from $260 to $268, information cards from $72 to $80, noise variances from $493 to $511 and press passes from $144 to $139, with a new $839 commercial fundraiser license; the fees need Council approval and an ordinance (CAO report).

3B. Internet Crimes Against Children grant

  • Money: $1,350,000 from the California Governor’s Office of Emergency Services (transmittal).
  • What happened: Approved July 28. The City Administrative Officer recommended on Sept. 30 that the Council accept the grant, which covers Jan. 1 to Dec. 31, 2026 (CAO report). The file is pending in the Council’s Budget and Finance and Public Safety committees (CF 26-1071).

3C. Real Estate Fraud Prosecution grant

  • Money: $1,393,000 from Los Angeles County for July 1, 2026 to June 30, 2027 (transmittal).
  • What happened: Approved July 28; pending in the Council’s Budget and Finance and Public Safety committees (CF 14-0955-S11).

The four grants (3A to 3D) total $3,017,500 (our sum of the amounts in each transmittal).

4F. Cannabis enforcement and staffing

  • What it does: LAPD’s answer to the Public Safety Committee recommends more staff for the Cannabis Support Unit, now an ancillary duty, and says in one place that the unit needs at least four supervisors, two investigators and one analyst and in its conclusion at least two supervisors, two investigators and an analyst (report).
  • Who brought it: The Council file began with a motion by Monica Rodriguez, seconded by Heather Hutt (CF 26-0029).
  • What happened: Approved July 28 and sent to the Public Safety Committee, where it is pending (transmittal; CF 26-0029).

4G. Police vehicles for the 2028 Games

  • What it does: Responds to the Budget and Finance Committee’s request for three options to buy 300 more patrol vehicles. LAPD recommends buying 300 dual-purpose SUVs, outfitted for emergency use, with MICLA financing, and justifies reauthorizing $13,042,000 in MICLA financing for non-patrol vehicles. LAPD says the vehicles take 18 to 20 months to build, so a funding decision was needed by late August 2026 (report).
  • Coverage: LAist reported that the request was for about $30 million, that Budget and Finance Committee chair Katy Yaroslavsky told LAPD officials she was “incredibly uncomfortable with spending $30 million on cars” for Games that last a month, and that the Council had already approved $13 million for 107 non-patrol vehicles in the 2026-27 budget (LAist, Aug. 31, 2026). LAist later reported that the CAO’s report found more than 1,100 police vehicles funded in the past three budgets were not yet in use, that LAPD had since estimated a need for 576 vehicles, and that an LAPD spokesperson declined to comment on the report (LAist, Sept. 30, 2026).
  • What happened: The Commission approved the report on July 28 (transmittal). The Budget and Finance Committee amended the item on Aug. 18, 4-1 with Hernandez voting no: it recommended reauthorizing the $13,042,000 for non-patrol vehicles and asking the CAO to report on the 300 vehicles (committee report). The Council adopted the committee report on Sept. 9, 8-3: Hernandez, Jurado and Raman voted no; Blumenfield, Park, Rodriguez and Soto-Martinez were absent. The Mayor signed it Sept. 25 (Council action).
  • What’s next: The Council asked the CAO to report on the fiscal impact of the 300 vehicles and on financing options. The CAO’s Sept. 28 report says it does not recommend buying additional vehicles for the 2028 Games and notes the vehicles would not be bought only for the Games (CAO report).
