5A. After-action report on the June 2025 protests

  • What it does: LAPD’s Major Events Group report on its preparation, response and lessons learned from protests tied to federal immigration enforcement from June 6 to 17, 2025. The Chief asked the Commission to review and file it (report).
  • Numbers in the report: 435 LAPD arrests from June 7 to 16, 2025, 344 of them for failure to disperse; about 17,000 personnel shifts; 3,127 sworn and civilian personnel deployed on June 14; personnel costs of $17.47 million, including $12.14 million in overtime. The report says chemical agents were authorized twice, on June 8 and June 14, and calls them LAPD’s first use of chemical agents for crowd control “in decades” (report).
  • Recommendations: The report has lessons-learned sections on incident management, mutual aid, staging, mass arrests, tactics and equipment, use-of-force reporting and intelligence. It says that when people reported force but could not tell whether the officer was from LAPD or another agency, the cases were documented as injury reports, and it recommends making that the standard method (report).
  • Coverage: The LA Times reported that Commission President Rasha Gerges Shields said the department could have examined whether reforms called for in 2020 had been carried out, and that Chief Jim McDonnell said nearly 50 officers were injured (LA Times, Aug. 12, 2026). LAist reported that Gerges Shields asked LAPD to return at a future meeting with information on injuries to members of the public and the amount and type of force used, and that LAPD officials said chemical agents could be used again at future major events (LAist, Aug. 12, 2026).
  • What happened: The Commission approved the report on Aug. 11 and directed that it go to the City Council (transmittal).
  • What’s next: Pending in the Council’s Public Safety Committee and its Civil Rights, Immigration, Social Services and Neighborhoods Committee (CF 26-1125).
