3A. Selective Traffic Enforcement Program grant
- Money: $5,963,000 from the California Office of Traffic Safety for 2026-27 (transmittal).
- What happened: Approved Aug. 18 and referred to the Council’s Budget and Finance and Public Safety committees, where it is pending (CF 26-1163).
The Board also approved item 3C on Aug. 18, a donation valued at $80,569 for two Bosch event data recorders and supporting hardware for South Traffic Division (transmittal). It is pending in the Council’s Public Safety Committee (CF 26-1178).
4A. Inspector General review of SWAT operations
- What it does: The second report in an OIG series on LAPD’s Metropolitan Division SWAT unit. The review, done between January and August 2025, covers unplanned call-outs, planned warrant service and responses by the Crisis Negotiation Team alone (OIG report).
- Findings: The OIG found SWAT’s use of force low in the incidents it reviewed and its deployment decisions “thorough and well-structured,” and found that many processes still rely on hard-copy documents (OIG report).
- Recommendations: Give all SWAT officers the same night optical devices; let supporting documents be uploaded to the warrant after-action portal; fill four vacant Element Leader positions; reinforce the expectation that the requesting captain or bureau staff officer be present at SWAT operations; host after-action reports on an online portal reachable from portable devices (OIG report).
