The agenda sets the regular board meeting for Wednesday, Oct. 14, 2026, at 7 p.m. in the conference room of the Marvin Braude Constituents Building, 6262 Van Nuys Blvd., at the southeast corner of Van Nuys Boulevard and Sylvan Street. It was posted on Oct. 9 (City agenda index). Public comment is two minutes per speaker per item, with a 10-minute total per meeting unless the presiding officer adjusts it. The letterhead lists the parliamentarian seat as vacant (agenda).

The agenda follows two special joint meetings of the board and its Outreach Committee, on Oct. 8 and Oct. 12, whose agendas listed the same October events and the $500 request as committee recommendations (Oct. 8 agenda, Oct. 12 agenda). The Executive Committee’s Oct. 7 agenda carried a draft of this board agenda.

Among the reports, item 5 lists Metro staff updates on construction of the East San Fernando Valley light rail line and on G Line improvements in Van Nuys, and the President’s report says the light rail groundbreaking is set for Oct. 19 at 10:30 a.m. at the Van Nuys Civic Center. The President’s report also lists sharing a Sherman Oaks Neighborhood Council press release and position statement on Van Nuys Airport “for information,” and an LAPD sentiment survey (agenda). Item 9 would move the November board meeting from Nov. 11, a holiday, to Tuesday, Nov. 10 (agenda).

10.b. Revised 2026-27 budget with $8,776.60 in rollover funds

  • What it asks: Approve a revised 2026-27 budget, “v2,” that adds the council’s rollover funds from last year to the $25,000 the City allocates each year (agenda, page 6).
  • Money: $8,776.60 in rollover funds, for a total budget of $33,776.60. The table puts the whole rollover into the Neighborhood Purposes Grant category, which rises from $1,585 to $10,361.60. Office and operational spending stays at $19,945, outreach at $2,470 and elections at $1,000. The largest operating lines are $5,000 for web hosting, e-blasts and agenda posting by Moore Business Results, $3,000 for a note taker, $3,000 for administrative support and $2,340 for a storage locker (agenda, page 6). The board approved the original $25,000 budget on July 22, 2026, according to the table.
  • Who brought it: The Budget and Finance Committee; the agenda lists it among that committee’s items requiring a roll call vote (agenda).
  • Related: Item 10.a is the August expenditure report. It shows a beginning balance of $33,372.81, $1,963.15 spent in August, $561.63 outstanding and $30,848.03 net available. The two largest August payments were $507.21 and $589.93 to Moore Business Results for web administration and posting in June and July (August MER).

10.c. Up to $2,500 for home-delivered meals

  • What it asks: Approve and fund a Neighborhood Purposes Grant application from Valley Intercommunity Council “to support the distribution of up to 250 home-delivered” meals “to low-income homebound older adults residing in Van Nuys” (agenda).
  • Money: Up to $2,500. The agenda says the original request was $5,000 (agenda). The grant category has $1,585 in the current budget; item 10.b would raise it to $10,361.60 (agenda, page 6).
  • Who brought it: The Budget and Finance Committee (agenda). The link the agenda gives for the grant application is the address of the August expenditure report PDF (agenda).

11.a. Up to $500 for tables at six local events

  • What it asks: Approve the council’s participation in six events and up to $500 “to purchase candy, food items, and promotional materials to be handed out”: a Trunk or Treat at GALS (Girls Athletic School) on the afternoon of Oct. 23; the Mayor’s SHINE LA event at the East Valley Animal Shelter on Oct. 24, 10 a.m. to 1 p.m.; Beastfest, a theater showcase at CHAMPS Charter High School, on Oct. 29; a Halloween celebration at Delano Recreation Center on Oct. 30; the Council District 6 Dia de los Muertos event at Van Nuys Civic Center Plaza on the morning of Oct. 31; and a Halloween event and “Minion Takeover” at Van Nuys Recreation Center that afternoon (agenda).
  • Money: Up to $500 (agenda). The outreach category in the 2026-27 budget is $2,470 (agenda, page 6).
  • Who brought it: The Outreach Committee, which had the same events and amount on its Oct. 12 joint meeting agenda as a recommendation to the board.

13. Polling places for the May 1, 2027 election

  • What it asks: Reconsider the first and second choices for the location of the council’s in-person election, which the agenda says is “approved for Saturday, May 1, 2027.” The current choices are the Van Nuys Public Library community room first and the Van Nuys Recreation Center, 14301 Vanowen, second (agenda).
  • Background: The board’s Aug. 12 agenda listed an election worksheet with those two polling places and the May 1 date. The Executive Committee’s Sept. 1 agenda described the worksheet as “tentatively approved at August 12 GBM,” and the Sept. 9 board agenda also listed reconsidering the two choices. Minutes of the Sept. 9 meeting were not posted on the council’s website as of Oct. 10, 2026.

14. Outreach Committee chair

  • What it asks: Appoint Carrie Prince to chair the Outreach Committee and to post to the council’s social media accounts (agenda). The agenda item spells the name “Carrie Price”; the letterhead lists board member Carrie Prince, and the Oct. 12 joint meeting agenda lists Ray Mandarino as the committee’s chair and Carrie Prince as a member.
